Business & Community Lenders of Texas (BCL of Texas) administers the Dallas Homebuyer Assistance Program (DHAP) in partnership with approved lenders. Lenders play a critical role in qualifying borrowers and ensuring a smooth transaction from contract to closing. Download the Lender Application Package below to become an approved DHAP lender.
BCL of Texas recognizes lenders approved through the City of Dallas DHAP program. Existing City-approved lenders will be retained into the program, subject to BCL onboarding Training requirements.
TRAINING REQUIREMENT
All participating lenders must complete DHAP program training with BCL of Texas. This ensures alignment with:
- Program requirements
- File submission standards
- Timeline expectations

LENDER REQUIREMENTS
To participate in DHAP, lenders must:
- Be an approved mortgage lender
- Provide borrower pre-approval for first lien financing
- Submit complete and accurate loan packages
- Coordinate with BCL and title company throughout the process
- Meet program timelines and documentation requirements
REQUIRED DOCUMENTATION
Lenders will be required to submit:
- Loan application (1003)
- AUS findings / underwriting summary
- Loan Estimate / Closing Disclosure
- Appraisal
- Title commitment
- Any additional documents requested by BCL

- Confirm borrower is under contract
- Coordinate with BCL for eligibility review
- Submit full lender package
- Work with BCL through closing
- BCL of Texas is the administrator and servicer of the DHAP assistance loan
- All second-lien documents are prepared by BCL
- Files will not move forward without complete documentation
