BCL of Texas is a 501(c)(3) nonprofit economic development organization providing lending, homeownership, entrepreneurship, and community development programs to fulfill our mission of Building Strong Communities across Texas.
We are a U.S. Treasury Certified Development Financial Institution (CDFI), a U.S. Small Business Administration Certified Development Corporation (CDC), and a HUD-certified housing counseling agency.

BCL of Texas (formally CEN-TEX Certified Development Corporation) was formed in 1990 at the invitation of the SBA San Antonio District office to make commercial real estate loans for established central Texas businesses.
Our first loan was made to Juan Portillo, who purchased an office building for his business, Tramex Travel. Over 25 years later, Tramex Travel continues to grow, and so have we.
Since then we have grown to provide our services statewide. We have also incorporated asset-building and home buyer education. We have two locations open full-time to serve the needs of Texans, and we continue to develop new services and solutions for our customers.
