Credit Line to Community Impact: BCL of Texas Helps Women-Owned Small Business Grow

That philosophy has never been clearer than in our partnership with Monica Osorio, President and CEO of MPO Solutions, a unique Texas firm that successfully blends Program and Construction Management with specialized Education and Training Services.

Monica’s journey, which began with a focus on education and teacher recruitment, expanded dramatically when her husband joined to launch an Architectural, Engineering, and Construction (AEC) division. This expansion, reflected in the company’s namesake—Monica Patricia Osorio (MPO)—required rapid financial scaling. Monica notes MPO stands for more than just her initials; it represents the three fundamental elements critical to every successful business: M is for Marketing (the ability to market what you do); P is for Produce (you need to produce a product or service); and O is for Operate (to operate effectively).

Operating in Texas’s booming construction market brought MPO Solutions a major contract, but it also exposed a critical need for working capital. As Monica explained, “We got a major contract, which meant we needed to scale up quickly—hire more staff, buy more equipment, additional office space, etc. And all that needs cash.”

Traditional institutions often make it difficult to obtain financing, especially for firms that fall into a “high-risk category,” as Monica noted, being a minority Hispanic women-owned business. Faced with these challenges, Monica went searching for partners who understood their mission.

“I just started Googling for organizations that could help minority companies, women-owned. And I found BCL,” Monica shared. Her experience with us was fundamentally different from that of a traditional lender. She said, “I think they were looking at us as people, not just numbers… They focused on our potential and our clients.” The specific support we provided MPO Solutions was a line of credit of $75,000. For service-based firms in the construction industry, this is vital for managing cash flow, where payment often arrives 30 to 45 days after project completion. This working capital was the catalyst for exponential growth. “Having this line of credit, having this cash opportunity, we were able to hire more people and self-perform instead of having to sub-contract it out,” Monica affirmed. This ability to self-perform directly increases profit margins and operational control.

Monica credits the timing of our partnership with helping them land a significant project: “The biggest achievement that we have accomplished since working with BCL is that we landed a big project that required a lot more resources than we had at the time. Just by having this opportunity with BCL, we were able to finance the people and resources we need to get the job done.”

Monica is also passionate about her community work, including her involvement with the Regional Hispanic Contractors Association, which allows her to donate her “time and talent.” When asked for advice for other entrepreneurs, her message was clear and practical: Have a Business Plan: Review your short- and long-term goals regularly. Develop Milestones: Use KPIs (Key Performance Indicators) to track progress. Get Financials On Point: “It will be impossible to get it without your financials.”

Above all, Monica encourages others to reach out to BCL. Her simple advice for a fellow entrepreneur: “I would say, go call BCL… they are professional, and understand what we’re going through and what we want to achieve. Since they’re a non-for-profit, they’re more into looking into helping people and not just the business.”
